Dear Cowell.
I enclose a copy of a letter which
Mr. Sloss, the Vice-Chancellor of the Hong Kong
University, has written to Mr. Brander, the
Secretary of the British Empire Universi ty Bureau.
Sloss wanted to redraft it, as he felt it was too
much in the style of a private letter and a bit
rhetorical, to boot: but it seemed to me to
express so well his ideas on the essential point,
that is to say, the non-necessity for any expert
academic commission at the present time, that it
should go forward to you as it stood. The Secretary
of State is personally interested in this problem and
he may be glad to see the enclosure, with which, by
the way, I am in full agreement.
